លោក មាស សុខសេនសាន មានសញ្ជាតិខ្មែរ និងបានកើតនៅថ្ងៃទី១២ ខែធ្នូ ឆ្នាំ១៩៧៦ នៅប្រទេសកម្ពុជា។ លោកត្រូវបានតែងតាំងជារដ្ឋលេខាធិការ នៃក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុនៅខែសីហា ឆ្នាំ២០២៣ និងក៏ជាអ្នកនាំពាក្យក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ។ មុនទទួលតួនាទីបច្ចុប្បន្នលោកបានបំពេញមុខងារ ជាអគ្គលេខាធិការ ក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ អស់រយៈពេល៧ឆ្នាំ។
បន្ថែមពីលើនេះផងដែរ រូបលោកត្រូវបានរាជរដ្ឋាភិបាលតែងតាំងជាសមាជិកនៃឧត្តមក្រុមប្រឹក្សាសេដ្ឋកិច្ចជាតិ នៅឆ្នាំ២០១៩ និង ចាប់តាំងពីឆ្នាំ ២០១៣មក រូបលោកក៏ត្រូវបានតែងតាំងជាអគ្គលេខាធិការរង នៃអគ្គលេខាធិការដ្ឋានគណៈកម្មាធិការដឹកនាំការងារកែទម្រង់ការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈ ។
លោក មាស សុខសេនសាន ធ្លាប់ជាអគ្គលេខាធិការរង នៃអគ្គលេខាធិការដ្ឋានក្រសួងសេដ្ឋកិច្ចនិងហិរញ្ញវត្ថុ (២០១៤ -២០១៦) ជាជំនួយការរដ្ឋមន្ត្រីនៃក្រសួងសេដ្ឋកិច្ចនិងហិរញ្ញវត្ថុ (២០១៣ -២០១៤) ជាប្រធាននាយកដ្ឋានសហប្រតិបត្តិការអន្តរជាតិ នៅក្រសួងការបរទេស និងសហប្រតិបត្តិការអន្តរជាតិ (២០១១-២០១៣) និងជាលេខាធិការទី១នៃស្ថានឯកអគ្គរាជទូតកម្ពុជា ប្រចាំសាធារណរដ្ឋបារាំង (២០០៧-២០១១)។
ជាមួយគ្នានេះដែរក្នុងឆ្នាំ ២០០៦-២០០៧ លោកបានបម្រើការងារជាអនុប្រធាននាយកដ្ឋាននៃនាយកដ្ឋានពិធីការ នៃក្រសួងការបរទេស និងសហប្រតិបត្តិការអន្តរជាតិ។ គាត់ក៏ធ្លាប់បានបម្រើការងារជាគ្រូបង្រៀនលើមុខវិជ្ជា មុខជំនួញ ទាំងក្នុងគ្រឹះស្ថានសាធារណៈ និងឯកជនផងដែរ (២០០១
– ២០០៥)។ លោកធ្លាប់ជាប្រធានការិយាល័យបុព្វសិទ្ធិ និងអភ័យឯកសិទ្ធ (២០០៣-២០០៦) នៃនាយកដ្ឋានពិធីការ និងជាមន្ត្រីនៃការិយាល័យច្បាប់ និងកុងស៊ុល (២០០២-២០០៣) និងជាមន្ត្រីនៃនាយកដ្ឋានកិច្ចការភាសាបារាំង (២០០១-២០០២) នៃក្រសួងការបរទេសនិងសហប្រតិបត្តិការអន្តរជាតិ។
លោក មាស សុខសេនសាន បានទទួលបរិញ្ញាបត្រ ផ្នែកវិទ្យាសាស្រ្តសេដ្ឋកិច្ច និងគ្រប់គ្រងក៏ដូចជាអនុបណ្ឌិត ផ្នែកវិទ្យាសាស្រ្តសេដ្ឋកិច្ចពីសាកល វិទ្យាល័យ លីយ៉ុង ២ (Lyon 2) ប្រទេសបារាំង។ បន្ថែមពីនេះ លោកក៏បានចូលរួម វគ្គបណ្តុះបណ្តាលខ្លី ដូចជា៖ ការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈ ផ្តោតលើថវិកាព័ត៌មានសមិទ្ធកម្មក្នុងឆ្នាំ២០២២ នៅប្រទេសសិង្ហបុរី, គណនេយ្យភាពនៃការចំណាយហិរញ្ញវត្ថុសាធារណៈ (PEFA) ក្នុងឆ្នាំ២០១៦ នៅប្រទេសហុង្គរី វគ្គសិក្សាភាសាបារាំងសម្រាប់ អ្នកការទូតអាស៊ាន ក្នុងឆ្នាំ២០១២ នៅប្រទេសសិង្ហបុរី ការរៀបចំគោលនយោបាយសាធារណៈ ការអនុវត្ត និងវាយតម្លៃទស្សនៈវិស័យតំបន់ នៅឆ្នាំ២០១១ ច្បាប់ និងជំនាញចរចាអន្តរជាតិ ដែលឧបត្ថម្ភដោយមូលនិធិរួមរវាងសហភាពអឺរ៉ុប និងក្រសួងការបរទេស និងសហប្រតិបត្តិការអន្តរជាតិ ឆ្នាំ២០០៧ កម្មវិធីអ្នកដឹកនាំវ័យក្មេង ដើម្បីការអភិវឌ្ឍន៍ ប្រកបដោយចីរភាពនាសាកលវិទ្យាល័យជាតិ Kangwon ខេត្តឈុនឆ័ន សាធារណរដ្ឋកូរ៉េ ឆ្នាំ ២០០៦ និងជាមន្រ្តីកម្មសិក្សានៅ ការិយាល័យសហព័ន្ធបរទេស នៃប្រទេសអាឡឺម៉ង់ សម្រាប់កម្មវិធីបណ្តុះបណ្តាលអ្នកការទូតអន្តរជាតិសហព័ន្ធអាឡឺម៉ង់ ឆ្នាំ២០០៥។
Mr. Meas Soksensan is a Cambodian citizen who was born on 12 October 1976. He became the Secretary of State of the Ministry of Economy and Finance since August 2023, and also Serves as the Ministry’s Spokesperson after having served as the position of Secretary General of the Ministry of Economy and Finance for 7 years.
In addition, he has also been appointed as member of Supreme National Economic Council (SNEC) since 2019 and Deputy Secretary General of the General Secretariat of Public Financial Management Reform Steering Committee since 2013, where he joined this Ministry.
Mr. Meas Soksensan’s previous appointments were Deputy Secretary General of the Ministry of Economy and Finance (2014-2016); Assistant to the Minister of Economy and Finance (2013-2014); Director of the International Cooperation Department, Ministry of Foreign Affairs and International Cooperation (2011-2013); First Secretary at the Royal Embassy of Cambodia to France (2007-2011).
Prior to this, he served as Deputy Director of the Protocol Department, Ministry of Foreign Affairs and International Cooperation (2006-2007). He also held posts including teaching Business at Private and Public University (2001-2005); Bureau Chief of Privileges and Immunities, Protocol Department, Ministry of Foreign Affairs and International Cooperation (2003-2006); Official at the Legal and Consular Department, Ministry of Foreign Affairs and International Cooperation (2002-2003); and Official at the Francophone Department, Ministry of Foreign Affairs and International Cooperation (2001-2002).
Mr. Meas Soksensan holds a degree in Economic Sciences and Management as well as a Master’s in Economic Science from the Lyon 2 University, France. He also has attended in several short term training courses such as Public Financial Management with Focus on Performance Informed Budgeting, Singapore (2022); Public Expenditure Financial Accountability (PEFA) 2016 Training, Hungary; French course for ASEAN Diplomats, Singapore (2012); Public Policy Design, Implementation and Evaluation : Regional Perspectives (2011); Laws and International Negotiation Skill jointly funded by the European Union and the Ministry of Foreign Affairs and International Cooperation (2007); Young Leaders Programme for Sustainable Development, Kangwon National University, Chuncheon, Republic of Korea (2006); Guest at the Federal Foreign Office of Germany for International Diplomats training program, Federal Republic of Germany (2005).
